The U.S. Small Business Administration does not typically lend directly for these programs. Participating lenders originate the financing under SBA guidelines, and the agency provides a partial guarantee that reduces the lender's exposure.

Because two sets of criteria apply — the program's and the lender's — eligibility questions have two answers, and a business eligible under program rules may still not meet a particular lender's standards.
